I would really like to see the new dealer agreements that Penske will offer to the remaining 350 retailers.  I think that Penske can and will put whatever parameters in the agreement that he feels necessary.

Like:

1.  The amount of advertising dollars a retailer will HAVE to spend each month and year.  A new venture like this with a damaged brand will take a ton of advertising to get off the ground

2.  The number of new vehicles a retailer will HAVE to take each month.  Roger will have to make promises to GM for the number of vehicles he will take.  And he will probably have to make those decision months in advance.  He will have to know that if he sources 1000 OUTLOOKS, that the retailers will take them.  I am sure the agreement will force them to.

3.  Minimum CSI (or whatever score he chooses) to keep the franchise.  I bet that the wording will be very specific as to what a retailer will have to maintain score-wise to continue to be a retailer or Uncle Roger will either yank it straight away or give it to someone else. And no franchise law will be able to protect the retailer if he signs the agreement.
